　原発強化のためのノウハウは「フクシマ」に山積しているのだ。まず地震のないフランスでは知りようがないノウハウは津波被害の実態だ。津波災害への対策と免震構造は、地震の被害が頻発する東南アジアへの売り込みには不可欠の材料だ。加えて廃炉の処理方法だ。世界中で老朽化した原発の廃炉計画が進み始めており、アレバはこれに参画しようとしている。さらに汚染水の処理、作業員の被ばくの傾向と限度など、自国の原子力産業の発展育成のためには不可欠の材料であろう。逆に日本の原子力産業が「フクシマ」でノウハウを得て、不死鳥のように立ち上がっては、フランスは太刀打ちできない恐れもある。少なくとも情報レベルを同等にしておく必要があるのだ。アレバが「フクシマ」にロボットを土産に持ってきても、その見返りは莫大（ばくだい）なものとなり得るのだ。このように国際関係というものは盾の両面があり、日本人はフランスの協力を単純に喜んでばかりはいられないのだ。
